My recommendation would be to either leave your bikes at the Taylor Creek Visitor Center or perhaps at Tallac Historic Site. I believe both of these locations have bike racks. There is also a wonderful big path from around the Y in Tahoe (Junction of 50 and 89) that runs up 89 beyond Taylor Creek. You can or walk. As to bike racks at Emerald Bay. I don't recall seeing any.
